On 5 April, 2019, 47-year-old Holly Barlow-Austin was arrested in Texarkana, Texas, for a misdemeanor probation violation and taken to the Bi-State Justice Center, a for-profit jail run by LaSalle Corrections. Holly was HIV-positive, and her husband delivered her prescriptions to the jail three days after her arrest. Jail staff withheld some medications and gave others sporadically.

By June, Holly had developed an infection that left her completely blind. Surveillance footage from her final 48 hours shows her crawling on her hands and knees, feeling blindly for water or food. She was emaciated, filthy, and repeatedly soiling herself. Video shows her clutching her head in agony. During those 48 hours, she had only three small cups of water. No one checked her vital signs. Staff falsified observation logs .


On 10 June, a nurse finally checked her vitals and discovered her pupils no longer reacted to light. She was hospitalized the next day. Holly died on June 20, 2019, from a fungal infection her compromised immune system couldn't fight. 


In 2023, her family received a $7 million settlement, the largest known jail death settlement in Texas history.
